The reason is that their advertising is not focused, or targeted, at people who actually care about what they are selling. You could have the greatest beef cookbook ever but if the only people seeing your ads are vegetarians, you are not going to sell a lot of cook books.
So how do you get focused advertising? One way is blogging. If you have a blog, with well written content, you will draw people who are interested in the things you are. People who are not interested in what you have to talk about will not visit your blog and you have instantly have targeted traffic for your product. There are many different services for blogging but I believe that you should have your own domain name in order to brand yourself. I currently have my main blog host with

which allows me to have my own domain, a Wordpress blog and hosting all
for 10 dollars a month. It also has a great affiliate program, which is
currently offering a 25 dollar bonus to setup a site.The other method is Sites like IBOtoolbox. For a small fee (or free if you put in the work), I get advertisements targeted at Network Marketers. In general, if you are involved with one program, you will be much more interested in another program. Maybe you are not making money in your current program or maybe you want to add another source of income.
So in conclusion, I have offered two choices. You can great your own targeted traffic by blogging or you can advertise on a community full of the type of people you want to focus on.
